An Open Partnership for Municipal Development
in Portugal

• A non-stock, membership corporation, with three classes of membership:
  • Municipalities (elected units of goverment).
  • Other governmental and quasi-governmental bodies.
  • Providers of development services (consulting firms, etc.).
• System revenue model
  • Membership fees to maintain member-determined level of staffing (or managment contract) and systems.
  • Sponsored projects, funded by municipalities or external funding sources, whose products are available to members under common terms.
• Member revenue model
  • Public bodies: taxes, fees, and external grants.
  • Private bodies: service provision under a Forais contract.
  • (Public bodies may also provide services to each other under a Forais contract.)
• Recovery of initial investment
  • Reduced membership/service fees for initiating municipal members based on number of new members.
  • Revenue bond for repayment of Sintese Azul's IP (design of forais system) based on fraction of membership fee and royalty on service fees, capped by time and amount.
