In the mid-1990's, the US Dept of Labor was considering how best to keep up with the dramatic changes in the nature and descriptions of jobs within the economy. O*Net was to be a computerized database of this information, undertaken in a spirit of public/private partnership, for use by government agencies, employers and job seekers.
As part of their review, I was asked to prepare a concept paper describing how the lessons from Visa might help them create a more dynamic and inviting system. Ultimately, they chose a more conventional approach.
